Scheme Details
The eligible elderly persons may use Community Care Service Voucher to choose community care services (CCS) that suit their individual needs to support their ageing in place under the 'money-following-the-user' mode.
Having expertise in home-based care, Mercy is experienced in customizing in-home service to fulfil service users’ nursing needs and rehabilitation goals. To ensure the quality of care, all services are delivered by registered healthcare professionals and qualified support workers.
Scheme Features
"Money-following-the-user": directly subsidise eligible elderly persons so that they can freely choose and switch Recognised Service Providers (RSPs) under the Scheme, and adjust service items and volumes.
"Affordable users pay": the less an elderly person can afford, the more government subsidy he/she receives.
Eligibility Criteria
Eligible elderly persons who have been assessed and recommended for CCS or residential care services (RCS) under SWD's Standardised Care Need Assessment Mechanism for Elderly Services and are waitlisting for subsidised CCS and/or RCS on the Central Waiting List (CWL) for Subsidised Long Term Care Services without any kind of RCS or subsidised CCS being received.

Frequently Asked Questions
1)Do CCSVs bear an expiry date? If voucher holders did not use the vouchers for purchasing any CCS forsix consecutive months, the vouchers being held would become void.
2)If an elderly person prefers not to disclose his/her household income, can he/she apply for CCSV? If the elderly person agrees to pay at the highest co-payment rate (i.e. 40% of the service package value), he/she is not required to report his/her household income when applying for CCSV.
3)Can additional services be purchased? Yes, can individuals pay extra to purchase services that exceed the value of the community voucher or are outside the recognized service scope.
4)If I am already using another service unit, can I switch? Yes. Starting in September 2023, community voucher holders can choose up to two recognized service units simultaneously.
5)If I already have a domestic helper caring for the elderly, is there still a need to use the "community voucher"? Absolutely! Common scenarios include when the Foreign Domestic Helpers is on leave, needing substitute care, or requiring additional professional support. Regular visits from therapists and nurses can provide professional assessments and rehabilitation training, helping to enhance the caregiver’s skills and alleviate family stress.
6)What if the elderly individual does not have a "community voucher" (CCSV)? The elderly individual or their family should first apply for "Subsidised Long Term Care Services" from the relevant social service unit. Once the social welfare department confirms the elderly person's eligibility, they can call or WhatsApp 60589796 to services or inquiries.
